The International Criminal Police Organization, or INTERPOL, is an intergovernmental organization facilitating international police cooperation. Interpol knew of Bill and wanted him contained for his crimes. Elle Driver worked as an Interpol agent before she became a member of the Deadly Viper Assassination Squad.
Elle Driver at Interpol[]
Elle Driver was an agent at interpol some time before her involvement with the Deadly Viper Assassination Squad. While working for the organization, one of her assignments was to capture and contain Bill. It is unknown if she was simply unable to complete the task or if she just decided not to follow through. She becomes attracted to Bill (she was possibly even seduced by him, given his flirtatious nature). Bill "turns" Elle away from Interpol and offers her a position as a member of the Deadly Viper Assassination Squad, which she accepts.
